Accreditation

Copies of the Accrediting Commission’s decision of accepting the College of Micronesia-FSM’s Progress Report of March 15, 2006 and the report of the evaluation team which visited the College on March 24-25, 2006, had been sent to FSM National and State Government leaders per Western Association of Schools and Colleges recommendation. The same documents have been widely distributed to members of the College Community.

The Board of Regents and the College have transmitted the results of the outstanding independent survey of the College of Micronesia-FSM System to the FSM President and FSM Congress Speaker Offices as required by Section 30 of P.L. 7-79. The next independent survey is due in June 2007.

Board of Regents

The College of Micronesia-FSM Board of Regents will be meeting in September in Yap at the FSM-FMI Campus. The Board of Regents’ meetings, except executive sessions, are open to public.

Fall Semester 2006

The Fall Semester 2006 begins at the COM-FSM Campuses on July 31, 2006. The following are some of the important dates to remember for Fall Semester 2006:

FSM-China Friendship Sports Center as Venue for APIPA Conference

The FSM-China Friendship Sports Center at the College of Micronesia-FSM National Campus will be the venue for the Association of Pacific Island Public Auditors conference during the week of July 24-28, 2006. The Honorable Haser Hainrick, National Public Auditor for the FSM Government, has informed the College that over 300 participants, instructors, and leaders will be attending this conference from the following jurisdictions: American Samoa, Guam, Republic of Marshall Islands, Republic of Palau, Northern Mariana, Hawaii, Virgin Islands, FSM States, and the FSM National Government. The major sponsors of this conference included the Office of Insular Affairs, US Department of Interior, USDA Graduate School, and APIPA. The College of Micronesia-FSM is happy and honored to co-host this important conference and welcomes all the participants of this workshop to Pohnpei and especially the COM-FSM National Campus.

COM-FSM National Campus Will Host the Next FACSSO Meeting

President James attended the FACSSO (Freely Associated States Chief States School Officers) meeting and PEC in Palau during the week of July 11-13, 2006. The members of the FACSSO elected President James to chair the FACSSO in Palau and decided to have the next meeting of FACSSO during the latter part of September 2006 to be hosted by the COM-FSM National Campus.

COM-FSM Institutional Priorities for FY 2008

The institutional priorities for FY 2008 guide major improvement efforts for the COM-FSM. The institutional priorities form a basis for allocation of resources (human and fiscal) to support improvement efforts of the College and are a foundation for reporting of the College to the Board of Regents, FSM National Government and other key stakeholders. The cabinet is reviewing the priorities and will recommend for the adoption of these by the Board of Regents.

The following are the recommended institutional priorities for FY 2008:

1. Enhance linkages between the College and elementary and secondary programs through partnerships between the College and state and national division of education and related national and state departments with emphasis on sponsored programs.

2. Continue and evaluate implementation of Institutional Assessment System for all programs and services of the College with emphasis on training needs of faculty and staff.

3. Improve fiscal stability of the College through seeking external support of foundations and governments in addition to U.S. Federal Education Programs.

4. Evaluate the impact of the implementation strategies for the strategic planning with emphasis on the plan impact on integrating planning, evaluation and resource allocation.

5. Fully implement the Communication Policy by establishing necessary processes and procedures and improvement plans in line with WASC recommendations with emphasis on enhancing the Information Technology aspect.

6. Continue to upgrade college facilities in line with the Facilities Master Plan and to enhance the College environment for a learning centered institution of higher education.

7. Enhance the Information Technology capacity through training in the College’s new database system and continuing improvement of technical infrastructure.

8. Based on the program evaluations for student’s services, prioritize enhancement of tutoring and counseling services to students.

9. Continue improvement of developmental education with emphasis on assessment of evaluation of student progress.

10. Fully secure the permanent site for Chuuk Campus. Accreditation

Independent Survey

Campus of the Future Conference

The Director, IRPO attended the Campus of the Future conference in Honolulu jointly sponsored by the Association of Higher Education Facilities Officers (APPA), National Association of College and University Business Officers (NACUBO) and the Society for College and University Planning (SCUP). Emphasis of the meeting was on future trends affecting colleges and universities, integration of planning with evaluation and resource allocation and master planning for facilities linked to academic and student services to create student centered learning environments.

OIA Technical Assistance Request for Database Developer

A working group drafted a technical assistance request for a student information system database developer for submission to the U.S. Department of Interior’s Office of Insular Affairs (OIA). The draft has been submitted to the sponsored programs committee for review prior to transmittal to the FSM national government. Anyone interested in reviewing the draft technical assistance request may contact IRPO jhicks@comfsm.fm.

Updates from Director of Human Resources Office

The College welcomes the following new staff: Bastora Loyola, Clerk lV at President’s Office, National Campus, July 03, 2006; Ernest Weirlangt, Student Services Specialist lll at National Campus, July 24, 2006; and Albert Amson, Vocational Technician at Pohnpei Campus, June 21, 2006. We welcome all of you to the COM-FSM family.

A letter of resignation was received from the following staff: Judie Yadfinay, Account Clerk l, Yap Campus, June 26, 2006; and Kun Floyd, Media Technician l, National Campus, July 7, 2006. We thank both of them for their services to the College and wish them well in their future endeavors.

Endowment Fund 

The children of Bastora Raymond have donated $1,035.60 to the Endowment Fund.  The donation includes the $572.86 collected during the Memorial Service for Bastora and the remaining amount of $462.74 from the collection by HELP A FRIEND.  Richard Raymond, Bastora's eldest son, expressed his gratitude for the support extended to Bastora from the College.  The College accepts this donation in Bastora Raymond's name and wishes to thank her family for their generosity and for Bastora's thirty years of service to the College.
