President James Issues Executive Orders Regarding Instructional Matters

President James has issued executive orders on the following for the purposes of streamlining the costs and efforts at the College:

  1. Class Size.  The minimum class enrollment for courses is at 10 students.  For any course to be included in semester/session schedule of courses the minimum number of student of 10 students must be maintained or else the course will be eliminated from the semester/session course schedule.  The exception is if the course is needed by students that have to graduate during the semester and or if the course is a practicum course.

  2. Any degree and or certificate program that has a total enrollment of less than 12 students will be given one year from August 1, 2009 to increase its program enrollment to 12 students or else it will be recommended for elimination from the program offerings at the college.

  3. Divisions that are offering core courses for associate degree and certificate programs must offer only core courses that will enable students in those programs to complete the requirements of their programs.  Examples of these divisions are Language and Literature and Math/Science Divisions.

The effective date for the implementation of the above directive is on August 1, 2009. Other directives will be issued as needed.

COM-FSM Receives $1.575 Million for Nursing Program

The College of Micronesia – FSM (COM-FSM) will be receiving $315,000 annually for five years through an approved Area Health Education Center (AHEC) grant. The AHEC grant was applied with the U.S. Department of Health Services through the FSM Department of Education.
According to information form the FSM Department of Education, the grant was approved and grant notification award is forthcoming.  The College will be using the AHEC Grant money as seed money for the AS Degree Program in Nursing.  This is great news for the College and the whole FSM as the nation is in dire need of certified nurses to work at all FSM states hospitals.

The College extends its appreciation and thanks to the FSM Department of Health Services for its willingness to collaborate with the College on this important project.

COM-FSM Receives its 8th Unqualified Opinion Audit Report

The COM-FSM Audit Report for Fiscal Year 2008 has been completed and copies were sent to the US Federal Government as a requirement for all agencies that receive U.S. Federal funding.

The summary of Auditor’s Results included the following:

2. Material weakness(es) identified?  No

3. Significant deficiency(ies) identified that is considered to be a material weakness?

None reported

4. Noncompliance material to the financial statement Noted?

No
5. Material weakness(es) identified?                 No

6. Significant deficiency(ies) that is not considered to be a material weakness?

None reported

7. Type of auditors’ report issued on compliance for major programs

Unqualified

8. Any audit findings disclosed that are required to be reported in accordance with OMB Circular A-133?

No

9. The College qualified as a low-risk auditee, as that Term is defined in OMB Circular A-133?  

Yes

10. There are no unresolved prior year internal control
findings.

 

This is the 8th year in a row that the College has been given unqualified opinion on its annual audit report, and 5 years in a row that it has been given the status of a low-risk auditee.  This is something that is difficult to achieve, and because of team effort we have been able to achieve this major accomplishment.  This is a clear indication that the College is accountable for all the funds used at the College.

President James is thankful to everyone who has contributed to this major accomplishment including the college comptroller, Business Office staff and everybody at the College.

College Reps to Attend Tokai University Summer Academy

A delegation of seven will be representing the College during the Community College Summer Leadership Development Academy in Hawaii. The academy will take place during the week of July 8-10, 2009, at the Tokai University Campus in Honolulu, Hawaii. 

The Pacific Postsecondary Education Council (PPEC) is the major the major sponsor of the academy and will pay for 70% of the expenses for the participants from PPEC institutions to the academy.  The rest of the expenses will be paid for by the institutions themselves. 

The following are the members of the COM-FSM delegation to this academy:

  • Jimmy Hicks, Director of Institutional Research and Planning
  • Reedson Abraham, Director of Student Life
  • Gordon Segal, Director of Information Technology
  • Gardner Edgar, Chair of Pohnpei Campus Trades and Technology Division
  • Spensin James, COM-FSM President 

President James will be attending the PPEC quarterly meeting on July 6-7, 2009, two days prior to the summer academy.

President Reminds College Community about Leave Policy

The following is the content of a Presidential Memo dated November 28, 2009 regarding the subject of interim on approval of annual and sick leaves:

"While the Personnel Committee works on modification to Section IX Leave Policies, effective thie date of this Memorandum until further notices, approval of annual and or sick leaves that will require off island travel or medical referral, specifically annul and sick leaves beyond 80 hours must be approved by President or his designee in consultation with appropriate vice president and supervisor.  This is excluding sick leaves processed under the Policy 006 Donated Sick Leaves.  Any deviation from the intent of this memo by an employee of the college will be dealt with accordingly."
Waab Construction to Build Student Center and Classroom at Yap Campus

A bid evaluation committee recommended that Waab Construction be awarded a contract to build a new student center and classroom at the COM-FSM Yap state campus. The bids for these two buildings were evaluated by the bid evaluation committee on May 25, 2009, and award is recommended to Waab Construction at the bid amount of $1,972,419. 

The FSM Project Management Unit has submitted a funding request to Office of Insular Affairs Office in Honolulu and is awaiting further communication from the office.

These two new buildings will be the first to be constructed under the IDP Funds for the College.  The college has other development plans for all its campuses as part of it efforts to ensure quality programs and services. As an accredited institution, the College of Micronesia – FSM must ensure that the quality of its programs and services are continuously improving at all times.

College to Submit Annual Report to WASC

The College of Micronesia – FSM (COM-FSM) will submit its annual report to the accrediting commission by June 30, 2009.

As an accredited institution by the Accrediting Commission for Community and Junior Colleges (ACCJC) of the Western Association of Schools and Colleges (WASC), the College of Micronesia – FSM (COM-FSM) submits annual reports to the commission. The report updates the commission on commission-identified questions that relate to the nature of the institution, the quality of its program, services and operations.

A copy of the report is available online for comments by the college community (http://www.comfsm.fm/Accreditation/active.html). A final copy will be sent to the commission before the report due date.
