[RFP No.B2022-07] Program Evaluator/Trainer

GENERAL PURPOSE: The College of Micronesia-FSM (COM-FSM) is seeking proposals from experienced and qualified organizations or individuals who will develop evaluation tools to facilitate data collection and analysis and preparation of POET grant reports, assist with starting TeleECHO Oral Health Clinic and as stated in the terms, conditions and specifications contained in this Request for Proposal (RFP).

SCOPE OF SERVICES:

(DDFT)/Pacific Oral Health Education and Training Grant
  1. Oversee program evaluation including:
    1. Written evaluation plan with clear instructions and training;
    2. One face to face meeting a year with monthly communication and participation in to assist in developing the evaluation tools facilitating data collection and analysis and preparation of reports for the POET program;
    3. Assistance with creating data collection database;
    4. Assistance with preparing annual progress report.
  2. Assist with the establishment of ECHO Oral Health Teaching Clinics including:
    1. Assistance with surveying potential participants about best times/topics;
    2. Assistance with recruiting hub experts
    3. Assistance in designing session flow/incentives.
  3. Assist with the exploration of teledental support for oral health providers in the Federated States of Micronesia:
    1. Assistance in identifying accredited partner schools of dentistry in the United States and the Asia-Pacific region to provide teledental specialist consultations
    2. Assistance in establishing teledental support services, including technical assistance

Eligibility and Qualifications of the Consultant:
To be eligible to respond to this RFP, the organization/individual must have a master’s degree in an area related to oral health, medicine, public health, epidemiology, social sciences, or allied health disciplines, or program evaluation and monitoring; five years of experience in higher education teaching in one or more of the following areas: oral health, medicine, allied health, or associated topics; working knowledge of topics related to medicine, dentistry, healthcare, education, international development, and the delivery of services in a resource-limited environment; demonstrated ability to establish and sustain positive working relationships and collaboration among a diverse group of stakeholders; excellent written and verbal communications skills (must be well versed in Microsoft Office programs); experience evaluating grant projects and ability to collect, interpret, and present data in a meaningful way.

CONTRACT DETAILS:
The following are details for the project implementation and the payment terms:

  • Period of Performance – The services of the organization/individual will commence on February 15, 2022 and end on August 31, 2022.
  • Terms of Payment – Payment will be done through check or through wire transfer to the organization/individual after submission of completion of work report and invoice. (Please submit detailed budget)

BID SUBMISSION DEADLINE: All proposals must be submitted to the contact person below no later than, January 30, 2022 Pohnpei Time, and shall remain valid for a minimum of 30 days. TERMS/CONDITIONS:
The successful candidate may be awarded a professional services contract for the services identified in this RFP. Issuance of this RFP does not commit COM-FSM to award a contract or to pay any costs incurred in preparation of proposals responding to the RFP. It is expected of the consultant to provide service payment billing and compensation proposals for considerations upon negotiations, if any occurred, to conincide with the college existing compensation policy and procudures.
