With the admission function approved, the following is the high school break down, or as I think of it, the list that is misused.  So that we are clear on this, the key statistical features to look at are how many students placed into college level math classes or produced a five or six on the essay.  I will requote that data at the end of this email, because those are the hard statistics that really measure student learning.  This chart shows both the number of students and percentage admitted to where by high school.  SC is state campus, IEP is the Intensive English Program, N is the National campus.

The function approved in admissions board today that produced the above table is:

Where:
S
tructure = 22 corresponds to a TOEFL structure score of 469.38
Structure = 16 corresponds to a TOEFL structure score of 399.93
Sum of structure + reading = 49 is equivalent to a 470 average of the reading and structure score using the function:

Yields:
Projected destination (ProjDest) 3: National Campus: 694
2: IEP: 225
1: State Campus: 440

I used a projected composition (projcomp) scores for PICS using:

because the average had the highest correlation to the composition score of r = 0.7434.

The following is the chart that I think does a better job of capturing a high school's capacity to produce literate students.   The first column is the high school. The first row is the essay score.  The numbers and percentages are displayed below.  The table is in descending order by average.  Bear in mind that next year the cut-off will lift from a minimum of two to a minimum of three.  Any high school with an average below three should consider itself to be in need of a reinvigorated effort to teach English.

1 Incompetent
2 Possibly incompetent
3 Developing competence
4 Minimally competent
5 Competent
6 Clearly competent

Requoting refreshed math data, sorted as before by the second column from the right.  This choice is because the from our perspective the "best" school is the school that places the most students into college level courses.
