The following material is NOT currently part of the formal evaluation process. This material will not be submitted.  This material derives from the proposed next generation faculty review documentation. This material is presented on an informational basis only. The intent is to provide a "heads-up" to faculty on the future direction of faculty evaluation.  This also provides a preliminary look at the areas which would be evaluated in the proposed new system.  There is NO timetable for adoption of this material.  The personnel committee has been kicking these ideas around for a couple years. 

The key shift is that a rating of "S" is the norm for faculty performing their duties in a satisfactory manner.  The rating of "E" would occur only where documentation is provided for that rating.

1. Teaching

College of Micronesia–FSM expects each member of the faculty to have knowledge of subject matter commensurate with one's teaching assignment, to maintain awareness of developments in one's discipline, and to communicate to students one's knowledge of and interest in the discipline. The faculty member will encourage students in responsible and careful inquiry, in appreciation of the interrelation of various disciplines, and in recognition of the uses of learning and the value of the educated mind. Teaching includes activities and responsibilities beyond the classroom setting, e.g., advisement; mentoring; laboratory supervision; the direction of research projects and papers, and other contacts and relationships outside the classroom.

2. Creative Activity/Research

College of Micronesia–FSM encourages and supports the continuing efforts of faculty to develop a deeper appreciation of the importance of professional competency acquired through scholarship, research, and other creative activities appropriate to one's discipline. A faculty member's research and creative activities shall reflect the high professional standards incumbent upon those who enjoy full academic freedom; such activities must be measured by standards of quality, not merely by quantity.

3. Service

College of Micronesia–FSM considers service to the university, the academic profession, and the community as an important aspect of academic performance.  Service can be rendered on department, school, college, and university committees, councils, and senates; service to professional organizations; service to local, state and national governments; contributions to the development of public forums, institutes, continuing education projects, and consulting in the private and public sectors.

The following definitions pertain to the rating scale used for faculty evaluation at COM-FSM.

E - Exceeds expectations.  This rating identifies performance of significantly higher quality and/or quantity than normally required or expected of faculty.  Documentation supporting and justifying such a rating shall be attached to the evaluation form.

S - Meets expectations.  This rating typically identifies performance that is at a satisfactory level and indicates that the faculty member is fully meeting the quality and quantity of work required and expected of college faculty.  For summary rating, however, an S rating may include any number of N’s and/or a small, specified number of U’s for the defining activities.  In such a case, an S rating indicates performance that is only provisionally satisfactory.

N – Needs improvement.  This rating identifies performance somewhat less than satisfactory in terms of the quality and/or quantity required or expected.  A faculty member receiving this rating for a particular activity must include a plan for making improvement in this area in his/her Professional Development Plan and demonstrate improvement during subsequent evaluation period sufficient for a rating of S the following year. Otherwise the particularactivity for which the faculty member received fan N will be assigned a U  at the end of the subsequent evaluation period. 

U – Unsatisfactory.  This rating identifies performance that is considerably below the level normally required or expected of the faculty in terms of quality and/or quantity.  A rating of unsatisfactory requires documentation to show that the faculty member was informed by his/her supervisor of the specific work performance which was less than satisfactory, and the supervisor’s recommendations for improvement.  A statement about the employee’s lack of progress and/or efforts toward improvement also needs to be included in the documentation.

NA – Not applicable.  This term is used to designate those particular activities for which  the faculty member has no responsibility during the relevant evaluation period.

Ne - Not evaluated.  This term is used to designate those particular activities for which the evaluator has no knowledge or is otherwise unable to assign a rating.

Ratings for Defining Activities.  Based on the definitions provided above, the faculty member is to be rated on each of the applicable defining activities within each of the four evaluation elements in order to determine summary evaluation ratings for each of the four elements and to determine areas to be addressed in each faculty member’s Professional Development Plan. Summary Ratings for the Four Evaluation Elements.  Using the appropriate definition provided above, a summary rating of E, S, or U is determined for each of the four evaluation elements according to the guidelines in the Standards for Summary Ratings.
