Public Sector Management

• cap on spending; wages and related expenditures stay the same
• achieving efficiencies through consolidation and structural re-organization

• assess and update financial and accounting systems

Private Sector/Commerce and Industries

• avoid net increase in public service employment levels
• carry out collaborative needs assessment and planning between economic agencies, COM-FSM, and private sector representatives on the requirements for tertiary level education to meet professional manpower needs for a private sector driven economy
• increase knowledge among business and sector advisory staff, COM-FSM, and Chambers of commerce of private sector opportunities in the tradable and export sectors; service businesses through systematic market information gathering and dissemination
• ensure continuity of delivery of technical support and strengthening of small business advisory centers. Integrate information, extension and training functions with specialist sector agencies (e.g. agriculture, marine resources, tourism), other training programs (e.g. Community Action Programs, JTPA, COM-FSM State Campuses, Chambers of Commerce, and the private sector in general)
• facilitate access to advanced training, counseling, or consultancies to established and growing businesses.

Infrastructure, Transportation, Communication, and Energy

• provide quality career education programs for top management positions
• develop ongoing management training programs
• arrange for within industry management training in collaboration with private sector
• provide a well trained, staffed, funded, disciplined and equipped energy sector workforce
• develop awareness for the need for life long learning to meet changes in the national and global economies

Education

• develop distance education programs for teacher training
• strengthen teacher certification and teacher preparation
• develop programs that provide for the continuous upgrading of staff

• include comprehensive data on teachers in Decision Support System
• develop programs that emphasize national identity

Health, Fitness, and Nutrition

• encourage local responsibility for subsistence production through community level programs and initiatives

Agriculture

• encourage the production of economically competitive crops and livestock
• reduce food production losses caused by harmful elements
• increase farmer awareness and knowledge of domestic and export market opportunities for which FSM has a comparative and competitive advantage
• promote sound commercial development through advisory support services for food business planning and operation
• provide technical and advisory support to producer funded and self managed associations minimize crop losses due to pests. Increase awareness of market opportunities and understanding of the need to respond to market demand facilitate development of existing and new private sector businesses in agricultural marketing
• identify and increase awareness of business opportunities in agricultural input supply
• improve the overall understanding of the purpose of loans for apiculture, including improved understanding of the returns required on investments that pern3it loan repayment while making a profit
• develop farmer skills
• continue human resource development of technical and extension staff with emphasis on skills relevant to priority areas of sector development
• provide field-based agricultural support services that are responsive to and needed by private sector producers and traders
• develop and encourage active partnership of both public and private sectors in providing technical and market information to customers

Fisheries

• develop a plan of action for manpower development in the skills and professions required for inshore fisheries and resource management
• support institutional and other forms of training for inshore marine fisheries and resource management
• include inshore fisheries in the development of school curricula to increase knowledge of marine resources and environment, and informing students of the opportunities offered by the sector
• consolidate or prepare coastal resources management plans/guidelines emphasize government, traditional leadership, and community co-management, involvement, and responsibility
• establish partnership roles between state and national institutions, including educational and non-government agencies, to optimize the resources available for inshore fishery resources.
• utilize the private sector in providing technical and market information
• emphasize the provision of information to facilitate marine resource user decision- making and training, and avoid making decisions on behalf of producers
• fund support services on a performance basis through government or non-government organizations with the greatest capacity and proven capability
• introduce improved technology through low-cost adaptive research consistent with local capacity in collaboration with appropriate regional institutions
• increase cooperation and use of regional educational extension, and research institutions
• establish a public awareness program (of inshore fishery management) with careful thought to audiences and how best to reach them
• stimulate FSM citizens' interest and responsibility in fisheries through information programs and community extension support institutional and other forms of training Micronesians who receive training under public programs to remain in the FSM

Tourism

• promote and support sound tourist business planning, development, marketing, and management
• increase awareness and support for tourism policies, strategies, and positive development within the government, traditional leadership, the private sector, and the public
• promote a sense of dignity and pride in traditional song, dance, arts and crafts, history, legends, and values
• provide, the tourist industry with a labor force that meets the standards and productivity needed to be competitive
