Job Summary

The Vice President of Student Services (VPSS) is the chief student services officer of the College of Micronesia-FSM and reports directly to the President. The VPSS provides leadership for and oversight of the operations of the following offices and student services functions: Admissions and Records, Financial Aid, Counseling, Peer Counseling, Student Life (Health Services, Resident Hall, and Sports & Recreation), Student Support Services, and the student services functions of all campuses through the vice presidents, campus directors and student services coordinators. VPSS assists in coordinating marketing, recruitment, retention activities and working to respond to student needs and fostering student success;

The VPSS is a key contributor to policy development and implementation. As member of the College of Micronesia - FSM cabinet and head of its student services team, the VPSS is responsible for ensuring that student services at the college support the achievement of its vision, mission, values and goals;

Essential Functions

[Governance]

Provides leadership for, oversight of and is accountable for the operations of the following offices and student services functions: Office of Admissions & Records, Financial Aid Office, Counseling, Peer Counseling, Student Support Services, Student Life (health services, resident hall, sports and recreation) and the student services functions of all campuses;

Serves as a member of the President's cabinet and head of the college student services team;

Participates in standing committees and working groups as assigned by the President;

Represents the college on boards and with external agencies as assigned by the President;

Ensures that personnel under the Department actively participate in standing committees and working groups when assigned;

Promotes the colleges values (Learner-centeredness, professional behavior, innovation, honesty and ethical behavior, commitment and hard work, teamwork and accountability) in his/her working relations with other faculty, staff and students of the college;

Ensures effective understanding and enforcement of college policies consistently;

[Planning & Resource Allocation]

Provides oversight in planning, designing, developing and delivering of system-wide student programs and services that implement the goals of the College;

Maintains continuous evaluation of the economic feasibility of student services to insure that only those programs with appropriate priority in terms of need and demand are continued;

Participates in and supervises the preparation and recommendation of detailed budgets, with cost estimates, for functions supervised;

Establishes and maintains budgetary control of functions supervised;

Recommends, develops and implements student services policies, procedures and practices which foster and promote student learning and which support the educational program of the College;

Assumes leadership and responsibility for establishing an environment which promotes respect for students, faculty, and staff and recognizes initiative and excellence;

Provides leadership for directing college-wide activities related to student due-process/judicial proceedings, including, but not limited to, writing appropriate policies and procedures and conducting investigations and hearings on student judicial matters;

Communicates an accurate image of the College to the public. Is a positive and active representative of the College and is available for impromptu situations involving the College during non-traditional work hours;

[Community Engagement]

Represents the College to various external entities and with outside agencies and stakeholders in matters relating to the College's student services;

Develops, fosters and promotes new opportunities for partnerships with public and private sector entities;

Strives to be welcoming, courteous, and helpful to the college community as well as visiting entities to promote a positive image of the COM-FSM;

[Student Services]

Provides leadership for ensuring that the College provides a comprehensive array of student services, student development programs, and enrollment management programs, including, but not limited to program review, admissions, counseling, assist with advising in coordination with Vice President for Instructional Affairs, tutoring, career planning and placement, recruiting and retention, registration and records, student discipline, student activities, student advocacy, services for students with special needs, cultural activities, and other student support services and programs;

Provides leadership and guidance for marketing and recruitment for retention and transfer of students;

Provides leadership in maintaining a student- and learner-centered philosophy and focus for student services initiatives with a clear focus on successful student outcomes including; enrollment, program selection, retention, graduation, placement, and transfer success;

Ensures adequate rate of student success and satisfaction with student services.

[Administration]

Recommends organizational structures, personnel and resources to ensure a student-centered/learner-centered environment at all levels;

Prepares and coordinates and disseminates appropriate reports [quarterly report, annual, retention, etc];

Provides leadership and oversees the application of the US federal regulation on American with Disabilities Act and other relevant US and FSM regulations to ensure students with disabilities have equal access to services;

Performs all other duties necessary to accomplish the educational objectives of the College and/or as assigned by the President;

Provides supervision of direct reports and jointly supervises student services coordinators with campus directors.

Establishes and maintains vertical and horizontal two way communication channels with Department staff;

Ensures that efforts of the Department support maintaining and exceeding ACCJC accreditation standards;

Serves as the central contact for campuses including financial aid, admissions and student records, and College of Micronesia-FSM Entrance Test (COMET);

Ensures personnel participate in professional development opportunities and disseminate information as appropriate;

Ensures department activities comply with college policies and procedures;

[Continuous Improvement]

Provides leadership for evaluating and ensuring quality in all aspects of the College's student services, student development and enrollment management programs;

o Analyzes and evaluates enrollment and retention data, and other relevant data and its impact on improving services;

o Projects student enrollment and retention data to be used in strategic decision making;

Ensures continuous improvement for self and of all offices and functions of the Department;

Demonstrates ability to adjust to changing job requirements and/or volume of work;

Produces work that is complete, accurate, and in an acceptable format;

Evaluates programs and services to ensure meeting quality standards;

Evaluates student services in line with the college Institutional Assessment Plan;

Exchanges information in a clear concise manner;

Secures, protects, and uses confidential information with discretion;

Uses discernment regarding change and embraces change when it is necessary to do so;

Enrolls others in the change process and provides resources, removes barriers, and when necessary, acts as an advocate for those initiating change;

Demonstrates understanding of systems and systems thinking as they relate to their immediate work areas and the broader college community environment;
