COM-FSM Partial Campus Opening Plan for Fall
This plan provides guidance on how COM-FSM will implement its COVID-19 Response Plan Response Plan at all campuses for fall 2020.
The college plans to offer courses online, online and in-person and fully in-person depending on the requirements of the course. The college will continue limiting the number of people on campus at any one time. Should an active case of COVID-19 be found in any state, the campus in that state will effectively close to all but essential services and courses will be shifted to fully online or temporarily suspended. The primary concern is to keep students, faculty and staff safe and healthy while ensuring students are able to achieve student learning outcomes of each course.
*Any person coming to campus may be denied entry if s/he is showing symptoms of COVID-19, such as a temperature that is not in normal range. The person will be given the local COVID-19 hotline number and encouraged to seek medical attention. COVID-19 Hotlines:

PERSONAL RESPONSIBILITIES: Respect the Five Principles
- Gatherings are limited to no more than 10 people.
- Respect social distancing: Stay 6 feet apart
- Maintain personal hygiene: wash hands. Learn about home-made masks. If sick, or caring for someone sick, STAY HOME.
- Room and equipment hygiene: college will clean public areas/buildings and provide disinfectant and hand sanitizers
- Be prepared, stay informed.
REQUIRED PREVENTION MEASURES
- Face Coverings – Any one visiting or entering a campus must wear a face covering. Masks are available at the campus bookstore or you may make your own.

Identification Badges - Any one visiting a campus must sign-in at the entrance or administration building, obtain a visitors badge and get a temperature check.
Faculty, staff and students must wear their college ID on the right side of the upper chest or around the neck where it is visible. Temperatures may be checked upon entering campus, administration building, or classrooms. -
Sharing items, Washing hands, Signage
- All faculty, staff and students are encouraged to limit sharing food, tools, and other equipment.
- Wash hands frequently and for at least 20 seconds. If you are not able to use a bathroom to wash your hands, use hand sanitizer. Wash hands immediately upon arrival to a building, after using the bathroom, before and after eating, if you touch shared supplies or surfaces, before leaving a building.
- Signs will be posted on each campus indicating level of condition (currently condition 4), how to wash hands, how to use a face covering properly, and reminders on how to prevent the spread of COVID-19.

Safety and Distancing
- All students, faculty and staff should wear their own face coverings. Face coverings are available in the campus bookstore.
- All students, faculty, staff and visitors should properly display an ID badge.
- Respect social distancing measures on campus and in buildings and classrooms. Recommended distance is 6 feet from the person next to you.
- Use restrooms to wash hands or hand sanitizing stations around campus.

Classrooms
- Students will be spaced 6 feet apart.
- Students and faculty must wear face coverings.
- Sharing of books, tools and equipment should be eliminated if possible.

Support Offices
- Offices have installed plexiglass partitions at help desks.
- Office personnel work on rotating schedules so that staff are able to maintain social distancing.
- Office personnel should wear face coverings.

Personal Protection
- Face coverings should be washed or changed daily by the user as instructed by the state and CDC or WHO. Posters for mask care are posted on each campus.

Public Spaces
- Walkways and stairways – walk to the right side of the walkways and staircases.
- Queues – people must stand 6 feet apart
- COM-FSM will provide signs and physical guides to ensure physical distancing and minimize close contact, where warranted.
- Dining Hall – only 3 people should sit at the smaller tables and 4 people at the larger tables.

S/he should be sent to the campus nurse. The nurse will assist the individual by contacting the local COVID-19 hotline. The local public health experts will transport the individual. S/He should wait in the isolation area on campus under the care of the campus nurse until transportation arrives.

Cleaning

Restrooms and High Touch Areas
- Each campus’ cleaning personnel will disinfect restrooms and high touch areas at a minimum once per day.

Classrooms
- Disinfectant, cleaning supplies, and materials will be available for use throughout facilities and rooms by users.
- Cleaning personnel will clean each classroom once per day.

- Face coverings should be washed or changed out daily by the user as instructed by the state and CDC/WHO.

- Cleaning service will clean common areas and plexiglass once per day.
- Office personnel are encouraged to maintain an adequate supply of disinfectant and cleaning supplies to be used throughout the day.

- Sharing of books, tools, equipment should be eliminated or minimized.

- Accommodation of students should they be ill, exhibit COVID-19 symptoms, or be exposed to someone with COVID-19.

Out-of-Class Activities (Projects, Field Trips, Internships, etc.)
- Faculty should ensure students receive appropriate preparation and guidance regarding safety protocols (physical distancing, face coverings, bus/car protocol, meals/snacks) for activities such as field trips, projects, teamwork, internships or clinical placements.
- Students must sign waiver forms prior to attending any off-campus activities. It is the responsibility of the person coordinating the activity to provide the forms to the students.
Food Service
- National Campus dining hall is open. Anyone entering should practice good personal hygiene, must wear a mask, and practice social distancing (6 feet) in the line and at the tables.
- Faculty, staff and students are encouraged to bring their own refillable water bottles to campus.
- Sharing of food and beverages is discouraged.
Learning Resource Center (LRC)
- The LRC is available to help with research and for computer access.
- The LRC is open from 9:00 a.m. – 4:00 p.m. Monday – Friday; closed on holidays.

If there is a positive case of COVID-19 in Chuuk (Kosrae, Pohnpei, or Yap), will all campuses close?
- The campus will close only in the state where the positive case of COVID-19 has been identified. Each campus will follow the State Task Force recommendations. Information on the condition of readiness of each state is displayed at the top of www.comfsm.fm
