General Purpose
The College of Micronesia-FSM (COM-FSM) is soliciting for proposals from experienced and qualified individuals, organizations, or firms to provide Landscaping, Ground Maintenance, and Trash/Waste Disposals Services at COM-FSM Yap Campus within the terms, conditions, and scope of work described in this Request for Proposal (RFP). The primary emphasis of this RFP is to ensure quality services to enhance Yap Campus Beautification and Maintenances, while substantially reducing costs associated with the maintenance programs and services.

Scope of Work

  1. To provide tools, equipment, supplies, and transportation for ground cleaning services
  2. To provide regular ground maintenance to Yap Campus by:
    1. Moving and raking the entire campus grounds (2x a month)
    2. Cutting down, trimming, or pruning trees, bushes, and plants, when needed, or requested by the Campus Management Team
  3. To provide Landscaping with consultation with the Campus Management Team
  4. To Pick up trash and other wastes for proper disposals at the dumpsite near the Power Plant

Deadline for Submissions
All Proposals must be submitted by, or before September 20, 2019, 4:30pm (Yap local time).  Any late submissions will be rejected.

 

 

Terms and Conditions
The successful candidate may be awarded a professional services contract for the services identified in this RFP.  Issuance of this RFP does not commit COM-FSM to award a contract or to pay any costs incurred in preparation of proposals responding to the RFP.  It is expected of the bidder to provide service payment billing and compensation proposals for considerations upon negotiations, if any occurred, to conincide with the college existing compensation policy and procudures.

Indemnification
The Contractor agrees to defend, indemnify and hold harmless the College of Micronesia-FSM, its administrators, officers, employees, and students from any liabilities, claims, damages, costs, judgments, and expenses, including reasonable attorney's fees, resulting directly or indirectly from any negligent act or omission of the Contractor, its employees, its agents, or employees of subcontractors, in the performance of the work or services provided by or through any agreement, or Contract or by any reason for failure of the Contractor to fully perform, in any respect, any of its obligations under the Contract.

Questions & Interpretations
All contact and questions with regard to this RFP must be made through the above representatives selected for this initiative.  For clarity and purposes of ensuring a fair and transparent bidding process on communications, the submitted questions and responses may be forwarded to all bidders. There is no mandatory bidders’ conference, or public opening meeting of the RFP.  If it becomes necessary to amend any part of the RFP, an amendment shall be provided to all bidders in writing. 

Review Rights
The college reserve the right to accept or reject any or all responses to this RFP and to enter into discussion and/or negotiations with one or more qualified proposers at the same time, if such action is in the best interest of the College of Micronesia-FSM.
