Position Overview:
The College Registrar provides strategic leadership and oversight of the college-wide admissions, registration, and student records operations. This position ensures that all processes and services comply with institutional policies, accreditation standards, and applicable US federal and state regulations, while supporting the College's mission, vision, and core values.
Duties:
  • Leadership and Management: Plans, organizes, directs, and evaluates the operations and services of the Registrar's Office/OARR. Ensures efficiency, compliance, and alignment with institutional strategic priorities.
  • Policy and Compliance: Develops, implements, and updates policies and procedures governing admissions, registration, and student records management in accordance with federal regulations (including FERPA) and institutional policies.
  • Student Information Systems: Serves as system administrator for the OARR module of the College's student information system (SIS), ensuring date accuracy, security, and confidentiality.
  • Process Improvement: Establishes and monitors processes for continuous improvement in admissions workflows, credit evaluation, grade processing, transcript production, and graduation procedures.
  • Commencement Coordination: Oversees all commencement-related activities, including degree audits, graduation file reviews, commencement ceremonies, and mailing of diplomas.
  • Collaboration: Works closely with the Vice President for Enrollment Management and Student Services (VPEMSS) in implementing recruitment strategies and administering college placement assessments.
  • Budget and Resource Management: Develops, monitors, and manages the Registrar's Office/OARR budget to ensure effective allocation of resources and fiscal responsibility.
  • Supervision and Training: Hires, supervises, trains, evaluates, and, when necessary, disciplines Registrar's Office/OARR staff. Provides professional development and procedural guidance to student services staff across all campuses.
  • Records and Academic Services: Oversees maintenance of student academic records, course transfers, and substitutions. Ensures the integrity, accuracy, and accessibility of institutional data.
  • School Certifying Official (SCO): Serves as the official School Certifying Official for the administration of U.S. Department of Veterans Affairs (VA) educational benefits. Verifies enrollment, monitors academic progress, and ensures compliance with VA regulations for eligible veterans and their dependents.
  • Ex-Officio Membership: Serves as an ex-officio member of the Recruitment, Admissions, and Retention Committee, providing leadership, technical expertise, and guidance on admissions policies, data analysis, and student success strategies.
  • Other Duties: Performs additional responsibilities as assigned to support institutional effectiveness and student success.
Minimum Qualifications:

Master's degree in Higher Education Administration, Educational Leadership, or a related field from a U.S. accredited institution. (Foreign credentials must be evaluated by World Education Servies or an equivalent credentialing agency). Minimum of five (5) years of progressive administrative experience in higher education, with a focus on student records, registration, admissions, or related student support functions, including at least one (1) year in a supervisory role. Demonstrated ability to develop, implement, and evaluate administrative systems and policies. Strong analytical, organizational, and communication skills. Proven experience with student information systems and data governance.
