Summary: Reporting to the President, the Vice President for Institutional Effectiveness and Quality Assurance (VPIEQA) is the individual providing leadership that supports the College of Micronesia-FSM goals and strategic plan for institutional effectiveness and quality. The VP-IEQA provides leadership for and oversight of the Office of Institutional Effectiveness (OIE) and Information Technology Office (ITO).

The VP-IEQA is a key contributor to policy development and implementation related to accreditation and quality assurance.

Duties:

Essential Functions:

[Governance]

  • Provide leadership and coordination for accreditation, strategic planning, institutional research, institutional effectiveness and evaluation, quality assurance, and grants development.
  • Provide leadership in accordance with the Mission, Vision, and Core Values established by the College, furthering Goals and Strategic Initiatives.
  • Serves as a member of the President’s Cabinet
  • Participates in standing committees and working groups as assigned by the President.
  • Represents the college of boards and with external agencies as assigned by the President.
  • Ensures that personnel under the Department actively participate in standing committees and working groups when assigned.
  • Promotes the college’s values (Learner-centeredness, professional behavior, innovation, honesty and ethical behavior, commitment and hard work, teamwork and accountability) in her/her working relations with other faculty, staff, and students of the college.

[Planning & Budgeting]

  • Coordinates with VPAS for development of the college’s budget and supporting evidence linked to its integrated educational master plan and priorities.
  • Ensures that the college integrates and links planning, evaluation and resource allocation in line with its vision, mission, values, and goals.
  • Coordinates grant related activities of the college to seek additional funding to support implementation of the college strategic plan.
  • Develops annual implementation plans for the office of the VPIEQA and oversees development of plans for OIE and ITO.

  • Promotes the development of an evidence based decision making culture for the college.
  • Practices being conscientious, responsible, and reliable with respect to work completion schedules and deadlines as well as attendance.

[Community Engagement]

  • Establishes and maintains effective communication and partnerships with community organizations, government agencies, state departments of education and other entities that are involved with COM-FSM programs and services, as it relates to accreditation and quality assurance.
  • Promotes college capacity for providing technical assistance to community organizations, state government agencies, state departments of education and other entities in line with the COM-FSM Integrated Educational Master Plan and priorities.
  • Strives to be welcoming, courteous, and helpful to the college community as well as visiting entities to promote a positive image of the COM-FSM.

[Administration]

  • Provide effective leadership towards developing a culture of institutional effectiveness, research, planning, assessment, evidence and quality assurance.
  • Serve as the Accreditation Liaison Officer and leads all accreditation process efforts.
  • Works with all departments of the college regarding assessment of SLOs.
  • Promote assessment of SLOs to determine effectiveness of student learning.
  • Provide leadership for the planning, development and implementation of the College’s Integrated Educational Master Plan, serving as primary contact for the plan’s annual review, annual goal development, collection of pertinent data and the dissemination of information to internal and external stakeholders on issues related to strategic planning.
  • Provide leadership and supervision for functions and activities related to Grants development, research, and planning.
  • Manage and supervise the staff, resources, and processes in areas of responsibility.
  • Direct planning, activities, and preparation of reports related to regional accreditation.
  • Coordinate activities related to performance measures compliance.
  • Responsible for the implementation of data collection methodologies that assess the College’s effectiveness and student achievement, document performance, and provide a context for College initiatives and planning processes.
  • Exercise fiduciary responsibility
  • Ensure areas of responsibility operate effectively within the policies and procedures of the College.
  • Train, supervise, and evaluate employees in accordance with negotiated agreements, and applicable College policies and procedures.
  • Create a safe, bias-free working environment, which engenders respect for differences.
  • Engage in and promote decision-making, input, and communication.
  • Provide consulting support to academic departments and academic support programs in their assessment, program evaluation, and accreditation efforts.
  • Supply data to support academic and non-academic program reviews.

[Continuous Improvement]

  • Provide leadership, continuous improvement and coordination for and among a broad range of planning, research, evaluation, and assessment processes in support of the College’s academic and administrative efforts.
  • Provide leadership in the development of a “culture of assessment and evidence” and coordination of institutional administration and data analysis and management.
  • Provide leadership in the development, implementation and maintenance of non-academic and academic support program reviews.
  • Collaborate with the College’s curriculum and assessment committee to coordinate institutional assessment projects.
  • Employs techniques and strategies towards enhancing college communications.
  • Facilitate communication among campus community about data needs and processes related to conducting meaningful instructional and institutional assessment.
  • Ensures continuous improvement for self and of all offices and functions of the Department
  • Demonstrates ability to adjust to changing job requirements and/or volume of work
  • Produces work that is complete, accurate, and in an acceptable format
  • Evaluates programs and services to ensure meeting accreditation standards
  • Openly exchanges information in a clear concise manner, use confidential information with discretion
  • Uses discernment regarding change and embraces change when it is necessary to do so.
  • Enrolls others in the change process and provides resources, removes barriers, and when necessary, acts as an advocate for those initiating change.
  • Demonstrates understanding of systems and systems thinking as they related to their immediate work areas and the broader college community environment.
Minimum Qualifications:

Master’s degree in relevant discipline from US accredited university. Foreign credentials must be equated to meet US standards using World Education Services at http://www.wes.org.  Must have at least 5 years of direct experience in management of an organization with comparable size and complexities to COM-FSM. Demonstrated successful experience in leading changes in a complex organization. Evidence of ability and successful experience leading short-term and long-term projects, institutional/ organizational and strategic planning, budget development, SLO development and assessment, instructional research and assessment, accreditation, research, grants writing and management, and policy development and implementation. Demonstrated successful experience in leading changes in a complex organization. Must have excellent writing, reading and public speaking skills and experience.
