Duties:

Supervised by the campus dean on a day to day basis and co-supervised by VPIA, the incumbent will carry out the responsibilities in the three major functional areas:

  1. Instructional Coordination: Coordinates instructional programs, courses, workshops, and trainings for FSM FMI; Ensures quality instruction takes place at the campus through regular assessments each semester and reports regularly to the Dean of Academic Programs and Director of Career and Technical Education; Coordinates with all faculty members at the campus to conduct assessments each semester; Consults the FMI Campus Dean regarding requirements and standards for the specialized fisheries and maritime programs offered to ensure that FSM–FMI meets the STCW IMO (International Maritime Organization) minimum requirements; Supervises all instructional faculty (regular and adjunct faculty members) and LRC personnel; Conducts annual performance evaluations for all regular faculty members, and each semester for adjunct faculty members; Serves on the Curriculum Committee (CC) as well as other committees as may be assigned; Promotes purposeful dialogue among the campus faculty members and other faculty throughout the system; Collaborate and coordinate with campus Student Services staff, students, instructional and advising issues; Coordinates areas such as classroom management, curriculum development, and library services, Coordinates program development in areas not limited to the following: Accreditation basic course for the department; Attends relevant training courses, workshops, conferences and seminars. Coordinate required certification / recertification trainings for FSM FMI faculty; Works with faculty members at the campuses to develop annual performance based budgets; Assist in the recruitment of qualified instructional faculty and staff; Promotes the college programs and services through recruitment efforts, media, and networks with agencies, organizations, and communities; Prepares and submits monthly and quarterly report to the Campus Dean; Perform other relevant duties as assigned.
  2. Program Development: Develops credit and non-credit academic certificate or degree programs; develops and revises course outlines in all subject areas; develops non-credit training or workshops designed for the private and public sector and other members of the community; acts as liaison between the Campus and the community with regard to programs, courses, workshops, and trainings; researches, writes, and edits grant proposals that pertain to program development; informs all faculty and staff of current, new and revised programs at the National and other state campuses with regard to program development; attends relevant training courses, workshops, conferences and seminars.
  3. Enrollment Management and Student Services: responsible for ensuring the personal and professional development of the Corps of Cadets, including administration, training and education, discipline, and faculty liaison; Participates in the development, implementation, assessment, and evaluation of the leadership development program, including seminars, academic curriculum, and training workshops; managing and supervising student services areas, budget, information and personnel, coordinating with counterparts at the National Campus and other campuses to implement services and achieve outcomes.
Minimum Qualifications:

Master mariner in maritime administration or Master’s degree in Education Administration, Curriculum Development or related field from a US accredited institution and two years of full time experience in program/curriculum development and/or teaching experience at college level. Knowledge and experience with student learning outcomes and assessment. Must be proficient in computers. Must demonstrate successful supervisory and administrative experience in similar field of work. Provide proof of good oral and written communication skills. Demonstrate successful experience in grant/proposal writing for privately and publicly funded programs; educational administration. “Five” years’ experience working in maritime industry and with ESL students in an academic setting is essential. Demonstrate cultural sensitivity. Preferred experience working with the Standards of Training, Certification and Watchkeeping for seafarers (STCW).
