Major responsibilities include these:

  1. Serve as the go-to resource for cadets when they have questions about their career, and professional or personal development opportunities.
  2. Inform and guide cadets along their path to achieve their career goals.
  3. Assist cadets in obtaining shipboard training, internships and employment in the maritime, transportation, and engineering industry.
  4. Assist students who have not declared a field of study, mapping out the most appropriate educational program.
  5. Conduct student orientation for the college counseling services and other student services programs. Assists in the area of registration, graduation exercises, and student withdrawal from classes and/or school.
  6. Arrange and conduct workshops on career selection, resume and interview preparation.
  7. Help identify college and universities for students, assist with college, scholarship, and grant application process for continuing and transferring students.
  8. Develop and implement new relevant programs to ensure student success and retention.
  9. Provide personal, academic, and alcohol counseling.
  10. Assist in the administration of the COMET, and recruitment of new students.
  11. Supervise and direct the tutorial services at the college including arranging and conducting apt training to better prepare tutors in effectively and efficiently providing tutorial services.
  12. Regularly conduct assessment of tutorial services. Maintain and keep up to date student records.
  13. Advertise and bring the name of the school to the far-flung communities and islands in the FSM and possibly Palau and Marshall Islands, including detail of the activities and programs offered.
  14. Conducting or administering the Entrance Examination for FMI, and for recruiting students from all over the FSM, and possibly from the Republics of Palau and of Marshall Islands, and supplying other related information for potential students.
  15. Ensure that all students, after completing their studies at FMI, should be able to board their vessels within a short period of time for employment.
  16. Looking for appropriate vessels for training of students, and ensure that the student trainees have insurance and stipend before boarding their vessels.
  17. Serve on committees and performs related duties as assigned.
Minimum Qualifications:

Master's degree in either in guidance and counseling, psychology, sociology or related field from a US accredited college and four years of work experience; two years' experience in providing educational services or counseling and two years' working in a shipping company and representing principal company in the regional forums or other meetings. Managerial experience or sea-going experience preferred. Must have exposure to shipping or moving companies, must have known some shipping contacts or principals in foreign ports. Must have an excellent negotiation capability, good personality, good command of the English language and appreciates travel. Must be able to drive vehicles. Knowledge of college programs/organization, and their purposes and organization, policies and regulations related to the field of assignment; techniques and procedures used in academic, career and personal counseling; principles and practices of modern office management. Ability to establish and maintain effective relationships with students, faculty, staff and community; learn the specific techniques needed to fulfill student services activities program assigned; plan, schedule, evaluate and review work activities and planned programs; analyze effectiveness of program and make appropriate modifications within scope and assigned responsibility; work with a diverse faculty, staff and students; work as part of a team in accomplishing tasks and functions. Proficiency in Microsoft Office, e.g. Excel, Word, PowerPoint including Publisher. Experience with establishment and assessment of student learning outcomes. OR an equivalent combination of education at the bachelor's degree level and two times the required experience which provides for the above. (A candidate hired with a bachelor's degree will be required to earn a master's degree as a condition of employment.)
