Duties:

Instructional Coordination:  Coordinate instructional programs, courses, workshops, and trainings for FSM FMI & Yap Campus; Ensure quality instruction takes place at both campuses through regular assessments each semester and report regularly to the Dean of Academic Programs and Director of Career and Technical Education; Coordinate with all faculty members at both campuses to conduct assessments each semester; Consult the FMI Campus Director regarding requirements and standards for the specialized fisheries and maritime programs offered; Supervise all instructional faculty (regular and adjunct faculty members) and LRC personnel; Conduct annual performance evaluations for all regular faculty members, and each semester for adjunct faculty members; Serve on the Curriculum and Assessment Committee (CAC) as well as other committees as may be assigned; Promote purposeful dialogue among both campuses faculty members and other faculty throughout the system; Collaborate and coordinate with campus Student Services staff, students, instructional and advising issues; Coordinate areas such as classroom management, curriculum development, and library services, Coordinate faculty professional development including; Attend relevant training courses, workshop, conferences and seminar. Coordinate required certification / recertification trainings for FSM FMI faculty; Work with faculty members at both campuses to develop annual performance based budgets; Assist in the recruitment of qualified instructional faculty and staff; Promote the college programs and services through recruitment efforts, media, and networks with agencies, organizations, and communities; Prepare and submits monthly and quarterly report to the Campus Dean; Perform other relevant duties as assigned. Program Development:  Develop credit and non-credit academic certificate or degree programs; develop and revise course outlines in all subject areas; develop non-credit training or workshops designed for the private and public sector and other members of the community; act as liaison between the Campus and the community with regard to programs, courses, workshops, and trainings; This position is supervised on a day-to-day basis by the FSM-FMI / Yap Campus Dean and co-supervised by the Dean of Academic Programs.

Minimum Qualifications:

Master’s degree from a US accredited college in education, agriculture, home economics, or related field and demonstrated successful responsibilities in progressively more responsible educational management positions at an institution of higher learning; preferably at the community college, or equivalent combination of training and work experience in management, administrative or related professional work which indicate possession of knowledge and skills required to be successful in the position. PhD degree preferred. Knowledge of: management and organizational principles and practices; standards and practices of the Accreditation Commission for Community and Junior Colleges, WASC; principles and practices of academic and organization planning; issues, trends and practices of institutions of higher education; performance appraisal principles, practices and techniques including development  of improvement plans; budgeting and management planning including grant writing and management; Micronesian people and cultures; adult and community college students’ interests and problems; and program planning/development principles and practices. Ability to: communicate effectively in English both orally and in writing; establish and maintain effective working relationships with faculty, staff, administrators, community members, and governmental officials; exercise mature and sound judgement and discretion; work with individuals to develop group consensus and collaborative problem solving; establish and identify problems and priorities in order to motivate staff or accomplish goals and objectives; supervise, direct and evaluate the work of others; work with public, students and others in a positive, professional, courteous and tactful manner in resolving complex or difficult problems. Serve on committees.
