The Director of Procurement & Property Management reports to the Vice President for Administrative Services and is responsible for developing and providing an effective, timely and comprehensive centralized purchasing program that supports the goals and objectives of the College in the acquisition of supplies, materials, equipment and services.  Generally, work includes but not limited to overseeing, coordinating and managing the activities of the Procurement Division, inventory control standards and ensuring compliance with purchasing standards and policies. 

The Director also oversees the management of property and fleet in establishing processes which foster accountability across the institution for moveable property, annual reporting on the inventory and disposal of surplus property.

Duties:
  1. Responsible for overseeing and monitoring the centralized purchasing system and property management of the College.
  2. Oversee, plan and organize all procurement activities of the College.
  3. Responsible for development and implementation of procurement and property management policies and procedures including training.
  4. Help establish controls and measures for performance and assists in identifying and implementing strategies resulting in minimizing divisional costs while maintaining quality.
  5. Oversee and assists specification development for materials, equipment and services;  selection of procurement method in accordance with established policies and procedures and assist College staff with the development of technical specifications and evaluation criteria
  6. Determines sources of supplies, equipment and services and performs quality, value, and cost analyses.
  7. Directs and supervises the purchasing office staff to assure the proper generation and processing of purchase orders for goods and services in accordance with all applicable guidelines and regulations.
  8. Provides oversight to inventory controls and property management.
  9. Responsible for tagging of fixed assets, inventory and monitoring thereof.
  10. Responsible for the development of capital budget of the College through collaboration with other departments.
  11. Analyze procurement data and make strategic recommendations.
  12. Provides reports that would help the College in financial planning and decision making such as an Annual/Quarterly Procurement Plan.
  13. Conduct competitive bid process.
  14. Seek and establish positive working relationships and maintain strong lines of communication and service oriented attitude with all College constituents.
  15. In all areas, adopt and implement best practices that advance the College's mission and vision.
  16. Support constituent groups across the College and facilitate effective service delivery.
  17. Prepares program review for the Procurement and Property Management Division on a regular basis
  18. Serve on committees.
  19. Other duties as assigned by the VPAS.
Minimum Qualifications:

Bachelor’s degree (in business, economics marketing, engineering, industrial technology and other related fields) from a US accredited college or foreign credentials must be equated to US standards using World Education Services at http://www.wes.org. At least five (5) years of relevant work experience in procurement for office and school supplies, IT and maintenance supplies and materials and equipment in higher education. Demonstrated commitment to student success, and experience in building strong student relationships.   Demonstrated understanding of procurement methods and procedures. Demonstrated knowledge of federal procurement regulations. General knowledge on construction, information and industrial technology procurement needs in higher education. Previous experience in inventory management, property management and contract negotiation. Previous experience with accounting systems. Ability to perform work requiring accuracy and attention to detail. Advanced computer skills, including data entry, word processing, spreadsheets and data management applications. Proven experience with vendor and supplier relationships and related negotiations. Strong oral, written and analytical skills.  Ability to meet schedules and timelines. Work under moderate supervision.

Preferred qualifications: Previous experience with MIP software, excellent interpersonal skills and organizational skills, previous experience with computerized purchasing systems, previous experience in implementing purchasing systems and Ability to train and mentor staff.
