Reporting:

The Comptroller reports directly to the Vice President for Administrative Services on all matters pertaining to the operation/management of Business Office, Bookstore, and Dining Hall.

Duties:

: Responsible for providing leadership and vision in the management of the financial resources of the College for fiscal planning, financial records and reporting, investment strategy, cash management, financial analyses and certain key administrative functions. Advise senior management on college’s business issues and the fiscal impact of policy options. Responsible for the management of the College’s Budget. Monitor expenditures for compliance to approved budget. Provides oversight, the preparation, and review of financial statements, reconciliations, and reports related to the College's financial affairs; provide information, specific analysis, and appropriate training to others on financial and budgeting issues, etc. Review account activities on funds to ensure accuracy and conformity with applicable controls and guidelines. Notify appropriate persons and/or taking corrective actions as necessary. Maintain the College’s financial records in accordance with Generally Accepted Accounting Principles (GAAP). Administer a system of internal controls, which assure legal and fiscal compliance with laws, rules, regulations, policies and generally accepted practices. Recommend and implement fiscal procedures for efficient allocation of resources for all college operations. Research, evaluate, develop and recommend general financial policies /procedures /manuals and modifications to existing methods to improve effectiveness and/or efficiency. Ensure sound cash flow management based on best practices. Liaise with various agencies on financial matters. Responsible for hiring, evaluating and supervising administrative and supervisory subordinates and serve in committees of the College. Perform other duties as assigned.


Minimum Qualifications:

Bachelor’s degree from an accredited US college in accounting, finance or related fields and five years of progressively responsible work in accounting and financial management of a business office, preferably in a postsecondary institution, with at least three years in supervisory capacity. Master’s degree and US CPA certification preferred. Foreign credentials must be equated to meet US standards using World Education Services at http://www.wes.org. Knowledge of: modern accounting principles and practices; computerized accounting systems; fund accounting; budget development and reporting; principles of endowment funding; Government Accounting Procedures System (GAPS; Governmental Accounting Standards Board (GASB) regulations/pronouncements; Education Department General Administrative Regulations (EDGAR); Office of Management and Budget (OMB)circulars A-21. Ability to: develop the long-term financial and budgetary strategies for a postsecondary educational institution; develop the institutional policies and procedures; provide financial and fiscal management leadership; establish and maintain effective working relationship with administrators, public, faculty and staff; communicate effectively and advocate the financial needs of the college to the decision-making bodies in Mironesia;provide leadership and direction; work with a diverse faculty and staff; work effectively in stressful environment.
