Class Definition: Under the supervision of the Vice President for Instructional Affairs, the Director of the Learning Resources Center is responsible for the development, planning, and supervision of the Learning Resource Center and the Media Instructional Technology Center at the National Campus, and provides support and supervision for all state campus libraries.

Duties:
Develops and directs the strategic planning and administrative activities of the Learning Resources Center (LRC), Media Instructional Technology Center (MITC) and all the campus libraries for the College; prepares LRC budget and monitors performance against budget; assists with state campus library budgets; determines and assesses media and library collection needs; develops and maintains special collection materials across all sites; obtains special equipment and supplies; develops and revises library /MITC policies and procedures to ensure currency and maintain  quality library/MITC standards and operations across all sites; designs and implements effective system of internal controls to provide assurance that all operations are effective and efficient and assets are safeguarded; ensures materials are catalogued correctly, and information is available as needed by library /LRC users; develops and maintains the archives for the national government materials and historical records of the College; serves as a consultant to the national and state governments with regard to librarianship, collection development, and maintenance; collaboratively works with the faculty to establish student learning outcomes, instructional activities, and assessment of information literacy skills, supervises and coordinates activities of staff of media and library divisions and evaluates job performances; conducts assessments and evaluations to determine the system-wide needs of the library/MITC to ensure quality services; serves as resource person for the College with regard to media and library issues and concerns.
Minimum Qualifications:
Earned Master degree from an accredited college or university in library science or related filed. At least 5 years experience as a librarian. Demonstrates successful librarian responsibilities in progressively more responsible position at an institution of higher learning, preferably at a community college.

Knowledge of:
management and organization principles and practices; standards and practices of the WASC Accreditation; the American Library  Association standards of Academic and Community Research Libraries; Anglo-American Cataloguing rules (AACR2); principles and practices of librarianship; academic and organizational planning; programs and services to support the instructional curriculum; practices and techniques of resource development methodologies, theories and funding sources; program assessment and evaluation; adult and community college student’s interests and problems; and performance appraisal techniques.Knowledge of Micronesian cultures. 

Ability to:
communicate effectively in English both orally and in writing; establish and maintain effective working relationships with faculty, staff, administrators, community members,  and students; exercises correct judgment  and discretion in decision-making; work collegially and effectively with faculty; identify and resolve problems and concerns related to resource library issues as they relate to Micronesia; supervise and direct the work of others; work with public, students and others in positive, professional, courteous and tactful manner. Willingness to travel to other state campuses.
