Duties: Under
the direction of the Director, is responsible for the total management
and accounting of the fiscal resources appropriated and made available
to the FSM Fisheries and Maritime Institute; is responsible for maintaining
control over income, expenditures and budgetary accounts for all the
operations of the Institute; serves at times as a purchasing and receiving
agent, prepares employee time and attendance reports and necessary documents
for employee payrolls; prepares reconciliation statements, financial
statements, and reports including a financial monthly report; assists
in the development of the annual budgets, and administers the adopted
budget for the Institute; reconciles appropriation accounts with monthly
statements; reviews and audits fiscal transactions for conformance with
existing policies and procedures; maintains internal fiscal information
in accordance with established procedures and on directions from the
Director and the President of the College; prepares specific responses,
reports and other periodic summary reports and maintains document files
of fiscal transactions. Assists in the review of fiscal accounting systems;
analyzes charts of accounts, records and financial reports; drafts basic
procedures for specific transactions or activities; and prepares flow
charts and tables.
Minimum Qualifications: Graduation from an accredited
four year college or university with major coursework in Business Administration,
Business, Public Administration, Accounting or related field including
coursework in financial accounting, cost accounting and/or government
accounting. One year progressively responsible professional experience
in accounting or related field. Knowledge of: modern accounting and
other fiscal principles and practices as applied to a public institution
of higher learning; knowledge of any Accounting System and program;
generally accepted methods of evaluating financial performance, such
as income statement preparation and analysis, cost accounting and variance
analysis, and breakeven analysis; basic statistical analysis methods
and techniques applicable to the analysis of administrative problems
and processes; purchasing principles and practices; modern office equipment
including computers. Skills in: analyzing accounts and making adjustment
entries; preparing trial balances by fund and group accounts; adding
financial transactions data from manual and computer prepared ledgers,
and general statement of condition; analyzing financial transaction
recording systems to discern internal control and related problems;
and revising positions of a complex accounting system; assisting in
the installation and maintenance of accounting systems; operating standard
office equipment, including the ability to use computer hardware and
software such as spreadsheet program; communicating effectively in writing
and speaking; following and meeting deadlines and timelines for financial
financial reporting; preparing clear and maintaining effective working
relationships; and performing accurate and speedy mathematical calculations.
