[RFP NO.: 2026-02] Building J – Renovation & Improvement Project

GENEREAL PURPOSE: The College of Micronesia-FSM (National Campus) is soliciting proposals from licensed construction contractor for project entitled “Building J – Renovation & Improvement Project” located at COM-FSM National Campus in Palikir, Pohnpei.

SCOPE OF WORK: Contractor must provide complete material, equipment and labor necessary to complete the following Scope of Work;

1. Pressure wash all exterior surfaces,
2. Remove and replace gutters,
3. Remove interior wooden partition in Tutoring Center,
4. Paint interior and exterior of building,
5. Replace vinyl tile with ceramic floor tiles, and
6. Replace damaged exterior wood door @ Art Classroom.

BID DOCUMENT PICKUP: All documents necessary to aid in the preparation of proposals shall be made available for pickup on Tuesday, October 28, 2025 at COM-FSM National Campus Maintenance Office during normal office hours. No fee is required.

PRE-BID CONFERENCE: All interested bidders are encouraged to attend the Pre-Bid Conference scheduled on Monday, November 3, 2025 @ 10:00AM (Pohnpei Time), at the COM-FSM Maintenance Office, in Palikir, Pohnpei followed by a visit of project site.

BID SUBMISSION DEADLINE: All proposals must be submitted to the contact person (s) on Monday November 17, 2025, no later than 03:00PM (Pohnpei Time) at which all proposals shall be opened and read aloud. The RFP bid forms and additional inquiries can be obtained or addressed through the contact (s) below;

TERMS/CONDITIONS: All proposals shall serve as the basis for a Contract, if any between the successful bidder and COM-FSM. The College of Micronesia-FSM is NOT bound to accept any proposal, or award a contract, nor responsible for any cost associated with bidder’s preparation and submission of any proposal.

REVIEW RIGHTS: The College of Micronesia-FSM reserves the right to accept or reject any or all responses to this RFP and to enter into discussion, or negotiation with one or more qualified bidders at the same time, if such action is in the best interest of the College of Micronesia-FSM.
