[RFP NO.: 2025-03] Provide Landscaping, Grounds maintenance, and Waste disposal services at FSM-FMI Campus in Yap
GENEREAL PURPOSE: The FSM Fisheries and Maritime Institute (FSM-FMI) is soliciting sealed bid proposals from qualified individuals, organizations, or firms to provide landscaping, grounds maintenance, and waste disposal services at FSM-FMI Campus in Yap. The purpose of this Request for Proposal (RFP) is to ensure high-quality, cost-effective services that maintain and enhance the cleanliness, safety, and beautification of the FSM-FMI campus environment.
SCOPE OF WORK: The successful contractor will be responsible for providing all tools, equipment, supplies, and transportation necessary to perform the following services:
- Grounds Maintenance
- Mow and rake the entire campus grounds twice (2x) per month.
- Cut, trim, or prune trees, shrubs, and plants as needed or upon request by the Campus Management Team.
- Landscaping
- Providing landscaping services in consultation with the Campus Management Team.
- Trash and Waste Disposal
- Collect trash and other waste materials every Friday.
- Transport and properly dispose of collected waste at the designated dumpsite near the Power Plant.
CONTRACT DETAILS:
- Period of Performance: Services will begin on October 1, 2025 and conclude on September 30, 2026.
- Terms of Payment: Payments will be made monthly upon submission of a certified and approved invoice, along with a monthly work completion report. Proposals must include a detailed compensation plan with cost breakdowns.
- Bidders must include a detailed compensation proposal with a full cost breakdown.
PROPOSAL SUBMISSION DEADLINE: Proposals must be sealed in an envelope clearly labeled RFP No. 2025-03 and submitted to the following address no later than September 26, 2025, no later than 4:00 PM Yap local time:

TERMS/CONDITIONS:
- The selected contractor may be awarded a professional services contract based on the scope of this RFB.
- Issuance of this RFB does not obligate FSM-FMI to award a contract or reimburse any costs incurred in proposal preparation.
- All proposals become the property of FSM-FMI upon submission.
REVIEW RIGHTS: FSM-FMI reserves the right to accept or reject any or all bid proposals and to enter into discussions and/or negotiations with one or more qualified proposers at the same time, if such action is in the best interest of the Institute.
