[RFP N0.B2023-05] Program Director for the Doctors and Dentists for Tomorrow (DDFT)
PURPOSE: The College of Micronesia-FSM (COM-FSM) is seeking proposals from experienced and qualified organizations or individuals who will provide the following services to the Doctors and Dentists for Tomorrow (DDFT) program at COM-FSM: (a) provide program direction to the DDFT program; (b) develop and delivery coursework using PBL methodologies in the DDFT program; (c) act as an associate grants manager to the principle investigator for the DDFT program. Conditions and specifications are contained within the following detailed Request for Proposal (RFP).
Scope of Work

| (a) Program Management | Provide program management functions, including assisting in the administering all program objectives, moving projects through various stages needed to achieve measurable success, in coordination with the program manager (PM), faculty, and other staff to ensure that the DDFT program achieves its stated goals with the framework of the approved grant proposal. Work with the PM to ensure that grant reporting functions are carried out in regard to the funding agency, the College, and partner organizations. |
| (b) Program Development and Delivery | Development, enhancement, and delivery of a problem-based learning (PBL) curriculum focused on teaching the basic science subjects required for admission to dental, medical, and allied health programs. Develop and implement student assessment techniques that are focused on application of basic science principles, with an emphasis on clinical vignettes similar to those used in regional dental, medical, and allied health schools. Provide practical and didactic training to faculty in areas specifically related to the unique healthcare environment of the Pacific: epidemiology and preventative medicine, social medicine, prevention and control of non-communicable diseases, public health science, socioeconomics of healthcare in developing regions, and others. |
| (c) Associate Grant Manager | Work closely with the principal investigator (PI) and program manager (PM) in applying for renewal of those grants which support the DDFT program.
Work closely with the PI and PM in continuous quality improvement exercises focused on enhancing the educational offerings of the DDFT program. Work closely with the PM in the development of standardized reports tracking the achievement of DDFT program goals. Work closely with the PM in the development of ad-hoc reports, as well as participate in team meetings and other exercises designed to improve the performance of the DDFT program. Work closely with the PM on recruitment efforts focused on identifying those candidates from the Federated States of Micronesia who show the greatest promise of success in the DDFT program. |
Eligibility and Qualifications of the Consultant
To be eligible to respond to this RFP, the individual or organization must demonstrate the following characteristics:
- A masters degree in an area related to medicine, oral health, public health, epidemiology, social sciences, education, or allied health disciplines; candidates with masters degrees from other fields will be considered if they have a strong background in medicine, oral health, allied health, public health, epidemiology, or social sciences as related to either education or experience.
- Seven (7) years of experience in higher education teaching in one or more of the following areas: medicine, oral health, allied health, public health/epidemiology, or associated topics.
- Five (5) years of experience in a higher education management role, such as a department chair or associate dean, which demonstrates strong management, organizational, problem solving, and time management skills.
- Five (5) years of experience with problem-based learning as related to teaching medical, oral health, or allied health disciplines, preferably at the medical or dental school level given that DDFT students are competing for entry into regional medical, dental, and allied health schools.
- Significant experience working in international settings with diverse student populations.
- Working knowledge of topics related to healthcare, education, international development, and the delivery of services in a resource-limited environment.
- Demonstrated ability to establish and sustain positive working relationships and collaboration among a diverse group of stakeholders.
- Knowledge of curriculum design and development at the medical or dental school level given that DDFT students are competing for entry into regional medical, dental, and allied health schools.
- Excellent written and verbal communications skills; must be well versed in Microsoft Office programs (Word, Excel, PowerPoint).
- The candidate must be self-motivated, show a professional level of maturity when working with department leaders, and display positive attitudes focusing on a team spirit and problem solving.
- Ability to work in an independent nature based on already defined administrative processes.
Contract Details
The following are details for the project implementation and payment terms:
Period of Performance: The services of the individual or organization will commence on 25 October 2022, and end on 31 August 2023.
Terms of Payment: Payment will be done through check or wire transfer to the individual or organization on a monthly basis.
